Police Cellular Messaging System
The Police Cellular Messaging System (PCMS™) is a First Responder communications system developed by Lormar Logic Company, a division of Lormar Logic, which provides police and sheriffs' departments and other governmental entities with a quick, reliable, and user-friendly tool for communicating with departmental employees during emergencies and other off-normal events. PCMS™ can also be used as an everyday communication tool, saving time and money when more traditional methods, such as two-way radios, are not practical.
PCMS™ is Internet based and is accessed through the PCMS™ Control Panel, a password-protected web page. The Control Panel allows dispatchers and command personnel to send text messages to specific groups or squads within the department, or to all personnel simultaneously. When the user logs into the Control Panel using their unique username and password, the user chooses the desired target of the message and types the message into a text box. The user then clicks “Send,” and the message appears almost immediately on the targets’ cellular phones as text messages.
In addition to sending messages from desktop computers, PCMS™ users who are authorized to send messages with the system may also do so from Internet-ready cellular phones, such as BlackBerrys and Palm Pilots, making the system extremely versatile during emergency mobilizations.
PCMS™ works with every major cellular network in the United States, including Nextel, Sprint, Cingular, US Cellular, Alltel, T-Mobile, and Verizon. Every cellular phone available on these networks can receive PCMS™ messages, and data service is not required.
When an officer or deputy receives a PCMS™ message, the message includes a toll-free number to call in order to acknowledge receipt of the message. When the call is received by the PCMS™ server, it will record the phone number of the caller and compare that number with all recent messages sent. The server will then send a text message to the original message sender to inform them that the message was acknowledged. Each acknowledgement will contain the name of the individual who received and acknowledged the message.
The heart of PCMS™ is a hidden database that is loaded with personnel information, including name, department/unit, cellular phone number, and cellular carrier. The database also contains information about whether each individual can receive messages only, send and receive messages, or send and receive messages and administer the system. System administrators can add, delete, or modify data. The system keeps records of each addition or modification, including: what data was changed, who changed it, and when it was changed. It also records the IP (Internet Protocol) address of the individual making each database change.
